Hillary Mullings-Williams is a Forensic Scientist with specialization in Forensic  Biology and Trace Evidence, she has with twenty-three years of experience attached to the Biology Department of the Institute of Forensic Science and Legal Medicine situated in Kingston, Jamaica. She currently holds the position of Chief Forensic Science Officer and her responsibilities include crime scene processing, serological and trace evidence analysis of physical evidence and giving expert testimony in court. She prepares and conducts in-house training for members of the biology department and conduct lectures in forensic biology at The National Police College of Jamaica on their Scene of crime and Detective training courses and at the Justice Training Institute for court personnel.

Mrs. Williams is presently a Doctoral Candidate in Business Administration and she was awarded a Master of Science degree in Forensic Science from Staffordshire University, United Kingdom, Post Graduate certificate in University Teaching and Learning from the University of the West Indies, Mona campus and a Bachelor of Science degree in Zoology from the University of the West Indies, Mona campus. Hillary is an Adjunct Lecturer in Forensic Serology and Trace Evidence at the University of the West Indies, Mona in the Master of Forensic Science programme and Assistant Professor of Forensic Science at the Northern Caribbean University in the Bachelor of Science Criminology programme and Adjunct Lecturer of Forensic Serology at the Caribbean Maritime University in the Bachelor of Science Forensic Science programme .

Hillary Mullings-Williams authored chapter 14 - Trace Evidence Collection in the book “Manual of Crime Scene Investigation” edited by A. Barbaro and A. Mishra, published by CRC Press 2022. Hillary has participated in numerous conferences, seminar and workshops and presented in The Jamaica Bar Association Conference Montego Bay, Jamaica, 21st Triennial Meetings of the International Association of Forensic Sciences Toronto, Canada, the  Inaugural Conference of The Caribbean Association of Forensic Sciences, Kingston, Jamaica and Worldwide Association of Women Forensic Experts (WAWFE) International Online Conference 2022

Hillary is also Secretary and founding member of the Caribbean Association of Forensic Sciences (CAFS), Active member of the International Association of Identification (IAI) and Caribbean coordinator of The Worldwide Association of Women Forensic Experts (WAWFE).
