Mr. O’Connell has led a variety of organisational models within International, Governmental and Law Enforcement environs.

As the founder of Critical Insights Consultancy, he is active working across the globe with clients delivering insight, guidance, and leadership for their sustainable growth through business transformation in the digital age.

Having previously worked in a senior executive position in industry with NEC Corporation, and policing including as Director at INTERPOL, he developed enhanced technology led innovation between public / private sectors to address government and public safety concerns.

In collaboration with UNICRI he assists in the development of a Toolkit for the responsible use of AI by law enforcement. This reflects his specialist interests and expertise as follows:

Ethics and standards.
Working in the UK and globally with entities like UNICRI and INTERPOL, The World Economic Forum (WEF), Frontex, The Biometrics Institute, ToIP, NPCC, Thames Valley Police, Crime Stoppers International, the University of Birmingham, Mr O’Connell advises, develops, and applies, ethical standards for the adoption of high-end digital technologies including AI that have a direct impact on rule of law, policing and public safety.
Artificial intelligence:

Working with industry, academia, and governments, including in the UK with NPCC, the University of Birmingham, the Home Office (DCMS), JSaRC, and internationally with NEC Labs Europe, UNICRI / INTERPOL, Mr O’Connell is delivering a dynamic co-creative approach to ensure AI is a lawful and proportionate capability that can derive tangible positive and responsible societal outcomes.

Bio security:
Working across the globe with industry, academic and institutional leaders including The World Economic Forum (WEF), WHO, ICAO, IATA, The Good Health Pass Consortium, World Travel and Tourism Council (WTTC), Departments of Transportation and Borders, Frontex, euLISA, Mr O’Connell assisted in the development of new digital bio security protocols and identity solutions to reopen society, protect passengers and transportation hubs, and community health post the covid pandemic, including the use of digital identities, seamless flow and verified health credentials.

Mr O’Connell holds advisory board positions with:
• Thames Valley Police – Professional Standards and Ethics (Vice Chair).
• Biometrics Institute – Futures and Exec Advisory Board.
• Crime Stoppers International – Advisory Board.
• Innovation Institute for Fan Experience (IIFX) – Advisory fellow.

Mr. O’Connell is a specialist in biometrics, digital identity, big data, artificial intelligence and analysis, threat identification, crisis response and disaster recovery, including ESG needs.
He is the recipient of many international awards for his service to policing.
