Sven Kilian is a 47 year old German police officer. He started his police career in 1991 in the federal state of Rhineland-Palatinate (Germany). Since 2005 he has been dealing exclusively with the control of vehicles engaged in goods and passenger transports. He was initially deputy head of a special unit that checked these vehicles on the motorways and country roads. For the past year he has headed the " EU Regulations Competence Team in the Field of Commercial Goods and Passenger Transport", which is based at the Rhineland-Palatinate Ministry of the Interior.

In 2006, the digital tachograph became mandatory for newly registered vehicles within the European Union. The main reason for this introduction was to improve the security of the overall system. However, the first manipulations in the tachograph quickly became known. Right from the start, Sven Kilian dealt with the analysis of these manipulations. He has been working for the international organization of Roadpol (predecessor was Tispol) since 2013. He leads the special tachograph working group of ROADPOL and teaches road inspectors in national and international seminars in how to detect such manipulations. He has also been working on behalf of ROADPOL for several years in various working and expert groups of the European Commission - with a focus on driving and rest times and tachographs. For example, he is a member of the expert group of the European Commission that developed the latest version of smart tachographs. These devices will be mandatory in newly registered trucks and coaches throughout the EU from August 2023. Sven will speak about the developments and functions of the smart tachograph.
